| 1. | This proposal is of very large scale in relation to most residential annex or ancillary buildings and lacks the capacity for integration into the main dwelling house upon cessation of proposed purpose. It is therefore considered to conflict with Local Plan Part 2 policy H9 for extensions and ancillary buildings, where the scale of extensions should be in character with the setting, and policy H10 for residential annexes where this proposal is of similar length to the main house and therefore while smaller not truly subsidiary and where reintegration is more difficult as a result of detachment. The proposal also conflicts with adopted core strategy policies CS09 and CS2 as well as the objectives of the NPPF regarding securing appropriate design. |
| 2. | This proposal will have adverse impact on the wider landscape by expanding the barn group in a manner that is alien to that groups current form, and while there is prospect of mitigation by additional hedge plantation in a landscape that is greatly defined by enclosure hedges this impact is not mitigated in the current proposal and is therefore considered to conflict with policy CS11 - Enhancing the natural environment requires the safeguarding and where possible enhancement of the borough's wider landscape character, in accordance with the findings of the borough's and the Broads Authority's Landscape Character Assessment. |
| 3. | No shadow habitat regulations assessment has ben received and no contribution paid. As this proposal does show bed spaces, this is required, but without the habitat regulation assessment this cannot be determined and as such no legal permission could be granted and would be contrary to GSP5 National Site Network designated habitat sites and species impact avoidance and mitigation and Policy GSP8: Planning obligations of the adopted local plan part 2. . |
| 4. | The proposal is considered to exceed an annex in fact and degree, as a new residence it is therefore subject to contributions towards open space provision off site as required by adopted local plan part 2 policy H4 and secured through either direct payment under local government act provisions or by a section 106 agreement. As the quantum of payment has not been calculated and nothing has been received the proposal conflicts with policy H4. |
