1.The development hereby permitted shall be commenced no later than 28th October 2023. The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development hereby permitted shall be carried out in strict accordance with the submitted application form and the following drawings and specifications: - Drawing 1525/1 Revision A (Dec.'20)1, received by the Local Planning Authority on 21 December 2020; - The emails from Andy Beck received on 19th July 2021 at 15:51, and 19th July 2021 at 17:00, and 19th July 2021 at 17:55, and 19th July 2021 at 09:54 and 19th July 2021 at 18:57 with associated marked-up plan; and, - The email from Andy Beck received on 20th July 2021 at 10:11; which for the avoidance of doubt shall specifically ensure that the proposed garage uses pin-tiles, and the black bricks and black brick parapet shall be limited to use on the rear/north-facing elevation and on the rear-most areas of the side elevation as shown in the approved marked up plan, and the remainder of the side/east elevation shall use red bricks as required by permission 06/20/0450/F. The development shall be completed and thereafter retained in accordance with those details, and no material variation from these plans shall take place unless otherwise first expressly permitted in writing by the Local Planning Authority. The reason for the condition is :- In order that the development hereby permitted shall be fully implemented in complete accordance with the approved plans and to accord with the Great Yarmouth Borough-Wide Local Plan.
3.With the exception of the amendments specified within Condition 2 of this permission, the materials to be used in the construction of the external surfaces of the development shall match the external materials used in the existing dwelling. The reason for the condition is :- In the interest of the character and amenity of the area in accordance with the Great Yarmouth Borough-Wide Local Plan.
4.There shall be no use of the garage hereby permitted until the solar panels have been fitted to the garage roof and made operational, in accordance with the proposed intention of the applicant as specified within the emails received from Andy Beck on 19th July 2021 at 15:51 and 17:00. The reason for the condition is :- The change to the garage design will cause a minor but detrimental effect to the overall design coherency of the site, but has been accepted on the basis that it will provide the necessary roofspace for installing solar panels to the roofslope; if the solar panels are considered unnecessary before the roof is constructed, the garage can alternatively be constructed in accordance with the original approved design within permission 06/20/0450/F, comprising a hipped roof.
5.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revoking and re-enacting that order) the dwelling shall not be further extended in any way without the prior consent of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over any further extensions to the dwelling in the interests of residential amenity.
6.The garage hereby permitted shall only be used for private domestic use in connection with the dwelling to which it relates. No business or commercial activity shall be carried on, within, or from the garage hereby approved. The reason for this condition is:- In the interests of the residential amenities of the occupiers of adjacent property.
7.There shall be no use of the development hereby permitted until the proposed access, on-site car and turning area have first been laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is: - To ensure the permanent availability of the parking/manoeuvring areas, in the interests of satisfactory development and highway safety.
8.Construction work shall not take place outside the following hours:- 08:00 to 18:00 Monday to Friday. 08:30 to 13:30 Saturday No work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property). The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
9.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan.
10.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
