1.	This proposal leads to considerable change to the upper part of the building and some change to the remaining historic elements of the stair and rear extension, this is considered contrary to the Adopted Great Yarmouth Borough plan policy CS10 where proposal should preserve or enhance the historic environment. The proposal also fails the test set out in paragraph 196 of the NPPF because the submitted viability appraisal contains insufficient detail to enable judgement as to whether the proposal is the "optimal viable use".
