1.This proposal leads to considerable change to the upper part of the building and some change to the remaining historic elements of the stair and rear extension, this is considered contrary to the Adopted Great Yarmouth Borough plan policy CS10 where proposal should preserve or enhance the historic environment. The proposal also fails the test set out in paragraph 196 of the NPPF because the submitted viability appraisal contains insufficient detail to enable judgement as to whether the proposal is the "optimal viable use".
2.The proposed flats at ground floor level provide some natural light into the main dwelling spaces, however as a result of the depth of the floor-plate there will be an unsustainable need to use artificial light over extended periods. This is considered contrary to Adopted Great Yarmouth Borough plan policy CS9 where paragraph f) Seeks to protect the amenity of existing and future residents, and paragraph h) Minimise greenhouse gas emissions through the use of efficient building designs.
