1.	The introduction of vertical cedar cladding would not be appropriate for the historic form of the building. The proposal would reduce the historic significance of the building and would therefore have a detrimental effect on the conservation area and its wider setting. The application is therefore contrary to Core Policy CS10 A from the adopted Core Strategy which seeks to enhance or maintain the the significance of the borough's heritage assets and their settings. Furthermore, the proposal would be contrary to Core Policy CS09 A which in part seeks to ensure that through the appropriate use of materials the full potential of the development site is realised.
2.	STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
