| 1. | (This proposal adds an industrial fire escape to a grade 1 listed building and while it does not impact on the medieval part of the building group it will have a harmful impact on a building of high status where the public benefit is unclear because other methods of generating the benefit associated with the subdivision have not been investigated to demonstrate that this is the only means to secure the long term future of this building. The proposal fails therefore the tests set down in paragraphs 194 and 195 of the National Planning Policy Framework where: "Any harm to, or loss of, the significance of a designated heritage asset from development within its setting, should require clear and convincing justification" and "Where a proposed development will lead to substantial harm to a designated heritage asset, local planning authorities should refuse consent, unless it can be demonstrated that the substantial harm or total loss is necessary to achieve substantial public benefits that outweigh that harm or loss. |
