| 1. | The proposed solar panels will have an impact on the setting of the very significant scheduled monument comprising the town walls and some impact on the character of the conservation area, considered therefore contrary to policy CS10 where conservation or enhancement is required and the National Planning Policy Framework where paragraph 193 requires the assets importance to be lend appropriate weight. There is no wider public benefit considered to occur in justification that could tip the weight in favour of this proposed installation of solar panels to accord to paragraph 195 of the National Planning Policy Framework. |
| 2. | The proposed solar panels are not supported by a heritage statement seeking to justify their installation contrary to paragraph 194 of the National Planning policy Framework. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
