1.The dwelling would be out of character with the surrounding area by virtue of its constrained plot, with its associated limited outside amenity space, and lack of road frontage. Therefore the proposal is contrary to saved policy HOU07 A from the Borough-Wide Local Plan and Core Policy CS09 A from the adopted Core Strategy which aims to ensure that development is of a scale and form which is in keeping with the character of the surrounding area.
2.The proposal would introduce frontage activity to the rear of nos. 27 and 29 Downing Road and therefore the activities associated with this, such as traffic movements and lighting, could lead to unacceptable levels of disturbance to the neighbouring properties to the detriment of their residential amenity. This would be contrary to saved policy HOU07 E from the Borough-Wide Local Plan and Core Policy CS09 F which seeks to protect the amenity of existing and future residents.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
