1.The proposal would lead to the loss of the historic pattern of front window in this sensitive approach to the minster church. The proposal is considered contrary to Paragraph 196 of NPPF where this development proposal will lead to less than substantial harm to the significance of a designated heritage asset, but when weighed against the public benefits of the proposal, the thermal improvement of the affordable housing stock, could be achieved by other measures and this change harms the conservation area, the fabric of this listed building and the setting of listed buildings in the immediate urban context and conflicts with Adopted Core Strategy Policy CS10 - "Safeguarding local heritage assets" which should secure the "conservation, enhancement and enjoyment of the historic environment"
