| 1. | The proposal is accompanied by a heritage statement but the drawings submitted do not reflect the full scale of the impact of development on the listed building as there is no detail on the provision of noise attenuation between flats where this usually creates details disruptive of the historic structure and detail. The proposal is considered contrary therefore to the national Planning Policy Framework where paragraph 189 requires that proposals should be accompanied by sufficient information "to understand the potential impact of the proposal on their significance" and paragraph 196 "where a development proposal will lead to less than substantial harm to the significance of a designated heritage asset, this harm should be weighed against the public benefits of the proposal including, where appropriate, securing its optimum viable use", where no evidence to demonstrate that the quantum of development shown represents the only viable outcome and a lesser scheme would arguably create less change and harm. |
