1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the details contained in the application forms and following plans (plan refs: Location Plan (Signage Application 2), Block Plan (Signage Application 2) and 98748A Page 2) received by the Local Planning Authority on the 9th June 2020. The reason for the condition is :- For the avoidance of doubt.
3.The level of illumination of the illuminated signs shall not at any time exceed 600cd/m2. No part of the source of the illumination shall at any time be directly visible to users of the adjacent public highway. The reason for the condition is :- In the interests of highway safety.
4.No part of any sign shall encroach within the highway boundary. The reason for the condition is :- In the interests of highway safety.
5.The illuminated advertisement signs shall comply with the guidance and recommendations of the Institution of Lighting Engineers "Brightness of illuminated Adverts" Technical Report No 5. The reason for the condition is :- In the interests of highway safety.
6.The proposed lighting must not cause a glare problem to trunk road users. The reason for the condition is :- In the interests of highway safety.
7.No lighting source (lamps) shall be directly visible, or visible by reflection, to trunk road users. The reason for the condition is :- In the interests of highway safety.
8.The advertisement must not show any animated pictures. The reason for the condition is :- In the interests of highway safety.
9.If the proposal contains changing images then the slide change-over shall be at minimum intervals of 30 seconds ie no more than two seperate advertisements in any 60 seconds. The reason for the condition is :- In the interests of highway safety.
10.No images which could be construed or confused with a road sign shall be displayed. The reason for the condition is :- In the interests of highway safety.
11.The advertisements must not carry telephone numbers, website or postal addresses. The reason for the condition is :- In the interests of highway safety.
12.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of saved Policy BNV22 of the Great Yarmouth Borough-Wide Local Plan.
13.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
