No.Condition Text
1.By virtue of the small size of the site, the proposal would lead to the overdevelopment of the plot which would be contrary to saved policy HOU07 A from the Borough-Wide Local Plan; the resulting impact of this would be a dwelling that would not have a positive relationship with the surrounding properties, in part due to its prominence in the street scene. This would be contrary to core policy CS09 C which in part seeks in part to ensure that proposed development has a positive relationship with the surrounding built environment.
2.The parking area, whilst meeting County Standards, is significantly detached from the dwelling. The result of this being that future occupiers would have to walk down an unlit path to reach the property which would be inconvenient and potentially offer opportunities for crime. This would be contrary to Core Policies CS09 C, D, and E which seeks to ensure that parking is convenient, safe and in a suitable location.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
