1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The developments hereby permitted shall be carried out in accordance with the submitted application form, design and access statement and drawing numbers: 6239/01A, 6239/02A and 6239/03A received on 6 March 2020 by the Local Planning Authority and shall be retained in the approved form thereafter. No material variation from these plans shall take place unless otherwise first agreed in writing with the Local Planning Authority. The reason for the condition is :- In order that the development hereby permitted shall be fully implemented in complete accordance with the approved plans and to accord with the Great Yarmouth Borough-Wide Local Plan.
3.Materials other than those stated on the submitted application form received on 6 March 2020 by the Local Planning Authority, any repairs to the fabric of the building or any damage caused by the works shall be reconstructed with the use of original materials so far as practicable. The reason for the condition is :- To ensure that any historic fabric is repaired in an appropriate manner.
4.No development shall take place until an archaeological written scheme of investigation has been submitted to and approved by the Local Planning Authority in writing. The scheme shall include an assessment of significance and research questions; 1. The programme and methodology of site investigation and recording. 2. The programme for post investigation assessment. 3.Provision to be made for analysis of the site investigation and recording. 4.Provision to be made for publication and dissemination of the analysis and records of the site investigation. 5.Provision to be made for archive deposition of the analysis and records of site investigation. 6.Nomination of a competent person or persons/organization to undertake the works set out within the scheme of investigation. The reason for the condition is :- In order to enable investigation and recording of this site of archaeological interest to take place during the period of building works.
5.No development shall take place other than in accordance with the written scheme of investigation approved under condition (A). The reason for the condition is :- In order to ensure that the archaeological works and recording are completed.
6.The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the archaeological written scheme of investigation approved under condition (A) and the provision to be made for analysis, publication and dissemination of result and archive deposition has been secured. The reason for the condition is :- In order to ensure that the archaeological works and recording are completed.
7.Construction work shall not take place outside the following hours:- 08:00 to 18:00 Monday to Friday. 08:30 to 13:30 Saturday No work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property). The reason for the condition is :- In the interests of the residential amenities of the occupiers of nearby dwellings.
8.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in saved Policy BNV18 of the Great Yarmouth Borough-Wide Local Plan, Policies CS9 and CS11 of the Great Yarmouth Local Plan: Core Strategy, paragraphs 109, 124, 125, 127 and 199 of The National Planning Policy Framework (NPPF) and The Planning (Listed Buildings and Conservation Areas) Act 1990 (Section 72).
9.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
