1.The proposed development due to its scale and mass would be detrimental to neighbouring residential amenities by causing a material loss of light and overbearing impacts therefore, contrary to saved Policy HOU18 (b) of the Great Yarmouth Borough-wide Local Plan (2001) (LP) which seek to ensure that new development would not significantly affect the amenities of any neighbouring dwellings. The proposal is also in conflict with the good design aims of the National Planning Policy Framework (the Framework).
2.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
