No.Condition Text
1.The site is located outside the village development limits of Burgh Castle and is therefore contrary to saved policy HOU10 from the Borough-Wide Local Plan. This part of Burgh Castle is has poor access to services and facilities by sustainable means and therefore, the application is contrary to core policies CS01 and CS02 from the adopted GREAT YARMOUTH LOCAL PLAN: CORE STRATEGY 2013 - 2030 which seeks to ensure that development is of a scale and in a location which contributes and supports the function of individual settlements and creates safe accessible places which promote healthy lifestyles by providing easy access to jobs, shops, community facilities by walking, cycling and public transport.
2.The development would result in a poor form of development which would relate poorly to the existing character and structure of the settlement. It would be quite dominant in the landscape when viewed from Back Lane given the rise in the land, especially when considering the lack of screening provided. The site is under 100m from the Broads Authority area which covers part of Back Lane. The development therefore would be viewable from the Broads and would consequently have an adverse impact on the setting of the Broads. As such the proposal would be contrary to Policy CS09(a and c) and Policy CS11(d,e) from the adopted GREAT YARMOUTH LOCAL PLAN: CORE STRATEGY 2013 - 2030.
3.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
