| 1. | The proposal is outside a location considered suitable for residential development where there is a lack of services and therefore considered contrary to Adopted Great Yarmouth Borough Council Core Strategy policies CS02 where little development is expected to occur in tertiary villages and where the delivery of a single dwelling does not over-ride spatial policy. |
| 2. | The proposal is for a large scale development that is considered not to reflect the scale of the surrounding development and is positioned on its site in a manner out of character with surrounding development and projecting into open countryside where it removes open land from farming use and is unclear as to what use will prevail. The proposal is therefore considered contrary to Adopted Great Yarmouth Borough Council Core Strategy policies CS03 with regard to the efficient use of land and CS09 where proposals should "Respond to, and draw inspiration from the surrounding area's distinctive natural, built and historic characteristics, such as scale, form, massing and materials, to ensure that the full potential of the development site is realised; making efficient use of land and reinforcing the local identity. |
| 3. | The proposal has not been submitted as being of exceptional aesthetic or technical performance such as to render consideration under paragraph 79 of the NPPF, notwithstanding this it is considered that the design is not exceptional and that little evidence has been submitted at this time to establish that the technical performance of the building in operation would demonstrate an "innovative" character. |
