| 1. | The erection of a dwelling on this site would lead to an intensification of the density of population in the area and would lead to an increased sense of enclosure to neighbouring properties, having an unacceptable negative impact on the levels of neighbouring amenity, contrary to saved policy HOU07 E from the Borough-Wide Local Plan which aims to ensure that proposals are not significantly detrimental to the residential amenities of adjoining occupiers . |
| 2. | In addition, the proposal would lead to the over-development of the site, resulting in an unacceptable provision of outside amenity space for future occupants. An acoustic fence has been included in the proposals to mitigate noise from the Sea Cadets' building; however, no technical details have been provided to show that this would be an effective noise barrier. Therefore, it is considered that the proposal is contrary to paragraph 127 F of the National Planning Policy Framework which seeks to ensure a high standard of amenity for existing and future users. |
| 3. | The reduced size of the upper floor, in combination with the altered design of the windows, has resulted in cramped bedrooms with limited usable floor space which falls below the standards outlined in the 'Technical Housing Standards - nationally described space standard'. As such, it is considered that this would create a poor level of amenity for future occupants and is therefore contrary to paragraph 127 F of the National Planning Policy Framework and core policy CS09 F of the adopted Core Strategy which seeks to protect the amenity of existing and future residents. |
| 4. | The proposed layout does not create a safe living space for future occupants and does not provide accessible facilities on the entrance level. As such the proposal is contrary to core policy CS03 F from the adopted Core Strategy and with paragraph 127 F from the National Planning Policy Framework which aims to ensure that developments are safe, inclusive and accessible. |
| 5. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
