| 1. | The application is situated to the rear of 25 Beccles Road by a long, narrow access to a site to the behind the existing rows of housing. The site is contrary to the established settlement pattern and lacks any form of street frontage. The position of the proposed dwelling and layout is considered by the Local Planning Authority to be detrimental to the wider character of the area and an unsuitable back land development that is considered contrary to criterion A of saved policy HOU7 and policy HOU17 of the Borough Wide Local Plan. |
| 2. | The long and narrow access is considered by the Local Planning Authority to be unsuitable for use by larger and heavier vehicles and extends a significant distance eastwards. Furthermore the access passes between the gable ends of two houses through a narrow gap meaning the access has potential to create a detrimental impact to the both properties either side of the access by way of noise and disturbance. Accordingly the proposal is considered contrary to criterion C and E of saved policy HOU7 of the Borough Wide Local Plan and paragraph D and E of policy CS9 of the adopted Core Strategy. |
| 3. | The proposed dwelling would be positioned with two storey dwellings adjacent on multiple boundaries. The rear windows of these properties will potentially overlook into the site from different directions meaning the proposed property has an absence of privacy and the occupiers of the new unit would lack a suitable standard of amenity. This contrary to the aims of paragraph 127 of the National Planning Policy Framework which aims for a high standard of amenity for existing and future users.
Consequently the application has been refused as it does not comply with saved policy HOU7 and HOU17 of the Borough Wide Local Plan, policy CS9 and CS16 of the adopted Core Strategy and the National Planning Policy framework. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
