1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the details contained in the planning application form received by the Local Planning Authority on the 27th August 2019 and drawing no. 973/1C received by the Local Planning Authority on 22nd November 2019. The reason for the condition is :- For the avoidance of doubt.
3.No work shall commence until the exact type and colour of the facing bricks and roof tiles have been submitted to and approved by the Local Planning Authority and the development shall be carried out in accordance with the approved details. The reason for the condition is :- In the interests of the visual amenities of the area as precise details of these materials have not been submitted.
4.A) No development shall take place until an archaeological written scheme of investigation has been submitted to and approved by the Local Planning Authority. The scheme shall include an assessment of significance and research questions; and 1) The programme and methodology of site investigation and recording, 2) The programme for post investigation assessment, 3) Provision to be made for analysis of the site investigation and recording, 4) Provision to be made for publication and dissemination of the analysis and records of the site investigation, 5) Provision to be made for archive deposition of the analysis and records of the site investigation and 6) Nomination of a competent person or persons/organisation to undertake the works set out within the written scheme of investigation. B) No development shall take place other than in accordance with the written scheme of investigation approved under part A of this condition. C) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the archaeological written scheme of investigation approved under part A and the provision to be made for analysis, publication and dissemination of results and archive deposition has been secured. In this instance the programme of archaeological work will comprise archaeological monitoring of the groundworks in accordance with the attached brief for the works. The reason for the condition is :- The site is within an area of high archaeological potential.
5.The dwelling hereby permitted shall not be occupied until the on-site car parking area has been laid out in accordance with the approved plan. The parking area shall be retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking area, in the interests of highway safety.
6.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking and re-enacting the order) no windows or other openings (except those shown on the approved drawing) shall be inserted into the walls or roof of the dwelling. The reason for the condition is:- In the interests of the residential amenities of the occupiers of the adjacent property.
7.Details of the first floor window openings on the eastern elevation, labelled as bathroom/ en-suite on plan 973/1C, are to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the dwelling and the development shall be carried out in accordance with the approved details and any opening restrictions agreed must thereafter be retained in perpetuity. The reason for the condition is:- To ensure nearby properties cannot be overlooked from the window, in the interests of the residential amenities of the occupiers of nearby properties.
8.The first floor window openings on the east elevation, labelled as bathroom/ en-suite on plan 973/1C, shall be fitted with obscure glass to a level equivalent to Pilkington Privacy Level 5 which shall be installed prior to the first occupation of the dwelling and this obscure glazing shall be retained in perpetuity. The reason for the condition is:- In the interests of the residential amenities of the occupiers of nearby properties.
9.The existing trees on the site shall not be felled or damaged in any way without the prior consent in writing of the Local Planning Authority. The reason for the condition is:- To enable the Local Planning Authority to retain control over which, if any, trees shall be removed to allow the development to take place.
10.REASON FOR APPROVAL OF THE APPLICATION :- The proposals meet the criteria for new housing development set out in Policies HOU7 and HOU17 of the adopted Great Yarmouth Borough-wide Local Plan and core policies CS2 and CS9 from the adopted Core Strategy.
11.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
