1.The proposed development ( vehicular access) due to its location does not meet The Highway Authority's visibility splays standards and requirements in the interest of highway safety and would be contrary to Policy CS16 of the Great Yarmouth Local Plan: Core Strategy (2015) (CS) which seeks to ensure that new development does not have an adverse impact on the safety and efficiency of the local road network for all users. The proposal is also in conflict with the good design aims of the National Planning Policy Framework (the Framework).
2.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
