1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the forms received by the Local Planning Authority on the 12th August 2019 and the revised plans received by the Local Planning Authority on the 7th October 2019. The reason for the condition is :- For the avoidance of doubt.

4.Prior to the occupation of the dwellings hereby approved the bin area as shown on drawing no. 19/2239/02/002 revision A received by the Local Planning Authority on the 7th October 2019 shall be provided in the location shown on the approved drawing and shall remain as approved in perpetuity. The reason for the condition is:- To ensure the provision of adequate bin and cycle storage.
5.Prior to the first occupation of the development hereby permitted the proposed cycle parking shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan, drawing no. 19/2239/02/002 revision A received by the Local Planning Authority on the 7th October 2019, and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring area, in the interests of highway safety.
6.Prior to the first occupation of the development hereby permitted the off-site highway improvement works (installation of bollard(s)) to protect the public highway shall be agreed with and completed to the written satisfaction of the Local Planning Authority in consultation with the Highway Authority. The reason for the condition is :- To ensure that the highway network is adequate to cater for the development proposed.
7.No development shall take place until an archaeological written scheme of investigation has been submitted to and approved by the local planning authority in writing. The scheme shall include an assessment of significance and research questions; and 1) The programme and methodology of site investigation and recording, 2) The programme for post investigation assessment, 3) Provision to be made for analysis of the site investigation and recording, 4) Provision to be made for publication and dissemination of the analysis and records of the site investigation, 5) Provision to be made for archive deposition of the analysis and records of the site investigation and 6) Nomination of a competent person or persons/organization to undertake the works set out within the written scheme of investigation The reason for this condition is :- To enable investigation and recording of this site of archaeological interest to take place during the period of building or engineering works.
8.No development shall take place other than in accordance with the written scheme of investigation approved under condition 7 of this planning permission. The reason for the condition is :- In order to enable investigation and recording of this site of archaeological interest to take place during the period of building or engineering works.
9.The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the archaeological written scheme of investigation approved under condition 7 of this planning permission and the provision to be made for analysis, publication and dissemination of results and archive deposition has been secured. The reason for the condition is :- To enable investigation and recording of this site of archaeological interest to take place during the period of building or engineering works.
10.In the event that contamination that was not previously identified is found at any time when carrying out the approved development, it must be reported in writing immediately to the Local Planning Authority. All development shall cease and not recommence until: 1) A report is submitted to and agreed in writing with the Local Planning Authority which includes results of an investigation and risk assessment together with remediation scheme to deal with the risk identified and 2) The agreed remediation scheme has been carried out and a validation report demonstrating its effectiveness has been approved in writing by the Local Planning Authority. The reason for the condition is:- To ensure that the risks from land contamination to future users of the land and risk to controlled waters ecological systems are minimised and to ensure that the development can be carried out safely.
11.Notwithstanding the provisions of Class of the Town and Country Planning Use Classes Order 1987 (or any Order revoking or re-enacting that Order) the unit identified as 'caretaker office/storage' on approved plan reference drawing no. 19/2239/02/002 revision A received by the Local Planning Authority on the 7th October 2019 shall be used as office or storage use only. The reason for the condition is:- The space is substandard for residential accommodation and any other change of use could be detrimental to the living conditions of the occupiers of the flats hereby approved.
12.NOTES - Please read the following notes carefully:- This proposal involves excavations adjacent to the public highway. It is an OFFENCE to carry out any works that may affect the Public Highway, which includes a Public Right of Way, without the permission of the Highway Authority. Please note that it is the applicant's responsibility to ensure that, in addition to planning permission, any necessary consents or approvals under the Highways Act 1980 and the New Roads and Street Works Act 1991 are also obtained from the County Council. Please contact Street Works for Great Yramouth on 0344 800 8020. Please be aware it is the applicants responsibility to clarify the boundary with the public highway. Private structures such as fences or walls will not be permitted on highway land. The highway boundary may not match the applicants title plan. This planning permission is subject to a s106 agreement dated the 10th August 2017 that is available to view at Great Yarmouth Borough Council. The s106 agreement obligations are required to be complied with in addition to all conditions contained within this permission.
