1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and approved plan (drawing reference: 1412/1 Rev.A Oct.'19) received by the Local Planning Authority on 8 October 2019. The reason for the condition is :- For the avoidance of doubt.
3.No bedrooms or habitable accommodation shall be located within the basement of the dwelling hereby approved at any time. The reason for the condition is :- The site is within a flood risk area where basement accommodation could prove unsafe.
4.Prior to the first occupation of the development, a flood response plan shall be submitted to and agreed in writing with the Local Planning Authority. This flood response plan, including information regarding the availability of the Environment Agency's Flood Warnings Service, shall be made available to future occupiers of the site. The reason for the condition is :- In accordance with the recommendations of the flood risk assessment, to minimise the risk to the occupants in the event of flooding.
5.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in saved policy TR12 of the Borough Wide Local Plan

7.NOTES - Please read the following notes carefully:- On the 1st October 2010 the General Permitted Development Order was amended to allow Class C3 dwelling houses to change to small houses in multiple occupation, Class C4, without applying for express planning permission. The Borough Council has introduced an Article Four Direction to remove these permitted development rights. The Article Four Direction came into effect on the 24th September 2012 and as of this date any dwelling houses which wish to become houses in multiple occupation require the benefit of express planning permission. This direction does not act retrospectively.
