1.	The unclassified road serving the site is considered to be inadequate to serve the development proposed, by reason of its poor alignment, restricted width and lack of passing provision. The proposal, if permitted, would be likely to give rise to conditions detrimental to highway safety and would therefore be contrary to Core Policy CS16 from the adopted Core Strategy which seeks to ensure that development does not have an adverse impact on the safety and efficiency of the local road network for all users.
