1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the plan (reference 2305.18.7 and 2305.18.8), forms and additional information received by the Local Planning Authority on the 21st May 2019 and additional information received on the 17th July 2019. The reason for the condition is :- For the avoidance of doubt.
3.Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 (or any Order revoking or re-enacting that Order) the application site outlined in red on plan reference 2305.18.7 shall remain as a car sales area only unless express permission is granted by the Local Planning Authority. The reason for the condition is :- To enable the Local Planning Authority to retain control over the use of the premises and to enable the Authority to maintain its adopted Policy which controls further office development within the shopping area of the High Street.
4.The car sales use of the site is limited to the area shown on plan 2305.18.7 only. No cars shall be stored or displayed for sale outside of the area shown on the approved plan, reference 2305.18.7, at any time. The reason for the condition is :- In the interest of the preservation of the setting of the listed building.
5.The business shall not be open to members of the public outside of the following hours:- 08:00 to 18:00 Monday to Sunday 08:30 to 13:30 Saturday The reason for the condition is :- In accordance with the details submitted as part of the application and taking into account the existing uses of the site not subject to this application.
6.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
7.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria set out in Policy CS10 of the adopted Great Yarmouth Core Strategy.
