1. | An unsuitable internal layout to a House of Multiple Occupation (HMO) creates an unhealthy living environment for the occupants. The Local Planning Authority considers the layout as submitted to be of unsuitable design / quality whereby certain rooms, most notably room 9 have limited usable space. Limited usable space within a room can lead to a cramped environment and a lack of storage capacity reduces amenity value to the occupier. Accordingly the proposal is considered contrary to paragraph 127 of the National Planning Policy framework which seeks to create a good standard of environment for all existing and future occupiers of the site. |
2. | A absence of an outlook can create an oppressive environment and as the bedroom forms the primary living space for occupiers of an HMO creating healthy environments is a key consideration. It is considered by the Local Planning Authority that the outlook of some habitable rooms are not sufficient. The ground floor south facing room (room 5) is a notable example that faces into a narrow communal area overshadowed by the adjacent property which further reduces the amenity value of this room. |
3. | A cluster of HMO uses can create areas of highly dense occupation with a raised level of people movements and other activities within a smaller concentrated area. The proposal site is adjacent to HMO's to the north and east with flats and guest houses to the south. It is considered that the cumulative impact of another large HMO will create an over-intense area of dense living. Accordingly the proposal is considered contrary to saved policy HOU23 of the Borough Wide Local Plan criterion D.
Consequently the application is refused as the proposal does not comply with paragraph 127 of the National Planning Policy Framework and saved policy HOU23 of the Borough Wide Local Plan. |
4. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
