| 1. | The information shown on Drawing 101 confirms that the caravan will be too large for its intended positioning. Therefore, this means that the positioning of the caravan would be different to what was proposed and could then have negative impacts on neighbouring amenity. Additionally, the proposed annex is not considered to be sympathetic to the character of the area which is largely defined by detached dwellings with undeveloped gardens. The installation of the caravan would not therefore be in keeping with the design of the existing dwelling character of the surrounding area and consequently would not be in accordance with criterion A of saved policy HOU18 of the Borough Wide Local Plan. It is also in conflict with Policy CS9 of the adopted Core Strategy (2015) which seeks to ensure good design and that new development is not detrimental to the character of an area. Furthermore, the proposed annex is not considered to comply with criterion B of saved policy HOU18 of the Borough Wide local Plan due to the potential impacts of over-shadowing onto the property to the rear. The proposal would lead to the over-development of the site which would be notably different in density to its surroundings. Accordingly, the application is considered contrary to criteria C of saved policy HOU18 of the Borough Wide Local Plan. Consequently, the application is considered contrary to saved policy HOU18 of the Borough-Wide Local Plan (2001). |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
