| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-
Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004. |
| 2. | The development hereby permitted shall be carried out in accordance with the submitted application form and flood risk assessment report ref: 2291/RE/05-19/01 received on 28 May 2019 and drawing numbers:052-003 Rev B and 052-004 Rev B received on 9 July 2019 by the Local Planning Authority and shall be retained in the approved form thereafter. No material variation from these plans shall take place unless otherwise first agreed in writing with the Local Planning Authority.
The reason for the condition is :-
In order that the development hereby permitted shall be fully implemented in complete accordance with the approved plans and to accord with the Great Yarmouth Borough-Wide Local Plan. |
| 3. | The proposed rooflight on the east elevation's roof profile shall be obscured glazing to the extent that intervisibility is excluded and shall be retained in the approved form thereafter.
The reason for the condition is :-
In the interest of residential amenities and nearby dwellings. |
| 4. | Prior to the first occupation of the development hereby permitted the proposed access and on-site car parking and turning area shall be laid out, demarcated, levelled, surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use.
The reason for the condition is :-
To ensure the permanent availability of the parking/manoeuvring areas, in the interest of satisfactory development and highway safety. |
| 5. | The flood evacuation plan, prevention and resilience measures submitted in the flood risk assessment report ref: 2291/RE/05-19/01 received on 28 May 2019 by the Local Planning Authority shall be implemented during the construction of the hereby permitted development as follows:
1. ground supported or suspended floors with a damp-proof membrane included within the floor construction and suitable floor finish such as ceramic or concrete based floor tiles. Internal walls shall be prevented from flood damage by fitting flood proof up to the flood level.
2. standard gypsum plasterboard which could be used and removed after a flood event, fittings such as plastic or stainless steel units which are durable and resistance to floodwater
3. raised ground floor electrical sockets above the flood level, insulated wiring for communication cables and non return valves to prevent back flow of flood/foul water.
4. finished ground floor levels should not be lower than 1.65 metres and first floor levels not lower than 4.10 metres AOD.

| 6. | Construction work shall not take place outside the following hours:- 08:00 to 18:00 Monday to Friday, 08:30 to 13:30 Saturday and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property).
The reason for the condition is :-
In the interests of the residential amenities of the occupiers of nearby dwellings. |
| 7. | No deliveries shall be taken at the site outside the following hours:-
08:30 to 18:00 Monday to Friday
09:00 to 13:00 Saturday
and no deliveries shall take place on Sundays or Bank Holidays.
The reason for the condition is :-
In the interests of the residential amenities of the occupiers of nearby dwellings. |
| 8. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the requirements of Policy HOU7 of the adopted Great Yarmouth Borough-wide Local Plan and Policies CS2 and CS3 of the Core Strategy (2015) (CS). |
| 9. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
