| 1. | The proposal will subdivide an existing property and create a new dwelling in the rear garden. The plot and layout created is considered too cramped and unsuitable for subdivision particularly in context of the prevailing spacious character of the area. The plot has a modest level of amenity space and no provision for parking. This lack of parking would encourage a greater level of on-road parking requirements. The proposed development is not considered to provide a suitable layout nor does it provide sufficient parking facilities on site. The proposed property is not considered sympathetic to the character of the area which is largely defined by larger and spacious gardens. The creation of a small and cramped plot is contrary to the prevailing character of the area and is notably different in density to its surroundings. Accordingly the application is considered contrary to criterion A of saved policy HOU7 of the Borough Wide Local Plan and saved policy HOU17 of the Borough Wide Local Plan. In addition the proposal is not considered to respond to the surrounding environment meaning it is contrary to paragraph A of policy CS9 of the adopted Core Strategy. Consequently the application is considered contrary to saved policies HOU7 and HOU17 of the Borough Wide Local Plan (2001) and policy CS9 of the adopted Core Strategy. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
