1.The approved design provides for a successful integration of the two units within the street scene and satisfactory addition to the architectural variety along this sea front location, causing no harm to the character and appearance of the existing street scene. The local planning authority considers that this variation of the approved design would undermine the character and appearance of the street scene and result in an inharmonious form of development out of keeping with the existing street scene detracting from the character of the area. The proposal is therefore considered to be in conflict with saved Policies HOU07 of the Great Yarmouth Borough-wide Local Plan (2001) (LP) which seek to ensure good design and that new development is not detrimental to the character of an area and the good design aims of the National Planning Policy Framework.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
