1.The proposed development would erode the spacious character of the area and would result in a form of development which due to its lack of a street frontage and would be inharmonious with the prevailing formal layout of developments in Lynn Grove. The proposal would also be in conflict with saved Policies HOU07 of the Great Yarmouth Borough-wide Local Plan (2001) (LP) and Policy CS9 of the Great Yarmouth Local Plan: Core Strategy (2015) (CS) which seek to ensure good design and that new development is not detrimental to the character of an area. The proposal is also in conflict with the good design aims of the National Planning Policy Framework (the Framework). Planning permission is therefore refused.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
