1.	In this instance it is considered that, due to the separation of the application site from the existing nearby dwellings, the proposal would constitute an isolated dwelling that would intrude into the open countryside that currently separates Filby Heath from the main village of Filby. Although there is a converted farm building to the south the proposed dwelling would be in a more prominent site resulting in an adverse effect on the landscape and character of the area. The proposal is therefore contrary to the aims of paragraph 79 of the NPPF, Policies CS1 and CS2 of the Great Yarmouth Local Plan: Core Strategy and saved Policy HOU10 of the Great Yarmouth Borough-Wide Local Plan.
2.	STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
