1.The alteration of the roof would remove character and diversity of architectural styles from the conservation area to the detriment of the area and the building. This is exacerbated by the buildings intrinsic location within the conservation area. The erosion of the buildings character would reduce the special nature of the conservation area detracting from the significance of the historical setting contrary to policy CS11 of the Core Strategy 2015.
2.The existing roof and makeup of the building contributes positively to the character of the area demonstrating the rich regional traditions that contribute to the local distinctiveness of vernacular buildings. The loss of this roofing material, in such a prominent location, would detract from the conservation area contrary to s72 of the Planning (Listed Buildings and Conservation Areas) Act 1990, standing advice from Historic England, policy CS11 of the Great Yarmouth Core Strategy and the National Planning Policy Framework paragraphs 192 and 195.
3.The applicant has not demonstrated exceptional circumstances as outlined in the National Planning Policy Framework paragraph 195 as there is no demonstrated public benefit in the erosion of the designated heritage asset.
4.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
