| 1. | The proposal is for the demolition of an existing residential unit and replacement with two new dwellings. The property accesses of a narrow and un-made road and this access is deemed to be unsuitable for a net increase of residential units. The width of the road means there is limited capacity for passing and for use by heavy vehicles. In addition its poor quality materials means additional vehicular movements could result in the surface further degrading. An unsuitable access not only impacts the daily use of the proposed and existing properties but also provides poor connectivity to the highway network. Consequently the application is considered contrary to policy CS9 part E and policy CS16 part C of the adopted Core Strategy. |
| 2. | The sub-division of the plot results in two plots distinctly different it their size to its surroundings creating a development which is unsympathetic to the surrounding area. The surrounding properties contain reasonably spacious plots with notably larger bungalows. The creation of 2 smaller and narrow plots means the layout does not conform with saved policy HOU17 of the Borough Wide Local Plan. Accordingly the application has been refused as it does not conform with policies CS9 and CS16 of the adopted Core Strategy and saved policy HOU17 of the Borough Wide Local Plan. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
