1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- Required to be imposed pursuant to Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development hereby permitted shall be carried out in accordance with the submitted application form and drawing numbers DU/PL/EX/01/A Rev A received on 18th March 2019 and DU/PL/PR/03/A Rev B, received on 29th /04/2019 by the Local Planning Authority and shall be retained in the approved form thereafter. No material variation from these plans shall take place unless otherwise first agreed in writing with the Local Planning Authority. The reason for the condition is :- In order that the development hereby permitted shall be fully implemented in complete accordance with the approved plans and to accord with the Great Yarmouth Borough-Wide Local Plan.
3.Prior to the commencement of the use hereby permitted the vehicular access indicated for improvement on Drawing No. DU/PL/PR/03/A Rev B shall be widened in accordance with the Norfolk County Council residential/industrial access construction specification in accordance with the approved plan. Arrangement shall be made for surface water drainage to be intercepted and disposed of separately so that it does not discharge from or onto the highway carriageway. The reason for the condition is :- To ensure construction of a satisfactory access and to avoid carriage of extraneous material or surface water from or onto the highway in the interest of highway safety and traffic movement.
4.Prior to the first use of the development hereby permitted ,the proposed access and on-site car parking area shall be laid out, demarcated ,levelled surfaced and drained in accordance with the approved plan and retained thereafter available for that specific use. The reason for the condition is :- To ensure the permanent availability of the parking/manoeuvring areas , in the interest of satisfactory development and highway safety.
5.The driveway length in front of the garage (s) shall be at least 5.5 metres as measured from the garage doors to the highway boundary. The reason for the condition is :- To endure parked vehicles do not overhang the adjoining public highway ,thereby adversely affecting highway users.
6.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria for domestic additions set out in saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan.
7.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
8.NOTES - Please read the following notes carefully:- This development involves works with the public highway that can only be carried out by Norfolk County Council as Highway Authority unless otherwise agreed in writing. It is an OFFENCE to carry out any works within the Public Highway, which includes a Public Right of Way ,without the permission of the Highway Authority. Please note that is the Applicant's responsibility to ensure that,in addition to planning permission, any necessary consents or approvals under the under the Highways Act 1980 and Street Works Act 1991 are also obtained from the County Council. Advice on this mater can be obtained from the County Highway Highway Design and Development Group. Please contact Stuart French on 016603 638070. If required, street furniture will need to be repositioned at the Applicant's own expense. Public Utility apparatus may be affected by this proposal. Contact the appropriate utility service to reach agreement on any necessary alterations, which have to be carried out at the expense of the developer.
