1. | An HMO represents an intensification of use with each occupant living independent from one another. An intensified use has the potential to create additional disturbance to adjacent neighbours by way of noise and people movements and saved policy HOU23 of the Borough Wide Local Plan criterion E states that no property should be adjacent to a single residential property. In this instance the proposed use is adjacent to a single residential property. Under criterion B of saved policy HOU23 of the Borough Wide Local Plan it states that the amenities of the locality should not be significantly affected by the proposed development. Criterion F states that the proposed development and facilities should be provided without detriment to the adjacent properties. It is considered in this instance that the increased density of people residing within the property and potential disturbance caused would result in a loss of local amenities. |
2. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
