1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and approved plans shown in document 26132v01 received by the Local Planning Authority on 23 January 2019. The reason for the condition is :- For the avoidance of doubt.
3.No part of any sign shall encroach within the highway boundary at any time including during erecting. The reason for the condition is :- In the interests of highway safety.
4.The illuminate advertisement sign shall comply with the guidance and recommendations of the Institution of Lighting Engineers "Brightness of illuminated Advertisements" Technical Report No 5. The proposed lighting must not cause a glare to trunk road users and no lighting source (lamps) shall be directly visible, or visible by reflection to trunk road users. The reason for the condition is :- In the interests of highway safety.
5.No advertisement shall shown any animated pictures or changing pictures of any form. The reason for the condition is :- In the interests of highway safety.
6.Any use of slide change-over within the proposed advertisements shall be at a minimum interval of 30 seconds with no more than two separate advertisements displayed in any 60 seconds. The reason for the condition is :- In the interests of highway safety to ensure changing images do not create a hazard.
7.No images shall be utilised which can be construed or confused with a road sign shall be displayed. The advertisements shall not carry telephone numbers, web site or postal addresses. The reason for the condition is :- In the interests of highway safety.
8.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria of saved Policy BNV22 of the Great Yarmouth Borough-Wide Local Plan.
9.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner.
