1.Saved Policy HOU18 of the Great Yarmouth Borough-Wide Local Plan states that extensions and alterations to dwellings will be permitted where the amenity of neighbours is adequately safeguarded and the character of the area is not adversely affected. The extension or alteration must :-(a) Be in keeping with the design of the existing dwelling and the character of the area; (b) Not significantly affect the amenities of a neighbouring dwelling and (c) Not result in over-development of the site. The proposal is contrary to criterion (b) of Policy HOU18 in that, the height and length of the extension and its proximity to the boundary with the nearest dwelling, would be an unneighbourly form of development that would cause overshadowing and would have an overbearing and dominating effect on the outlook from that property.
2.STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
