| 1. | Insufficient information has been provided as part of this application to enable the Local Planning Authority make a sound judgement. Therefore the application is contrary to Paragraph 189 from the NPPF which requires sufficient information to be provided in order to understand the potential impact of the proposal on the heritage asset's significance. |
| 2. | The proposed planform, especially the three bedrooms on the front elevation at first floor level, and the en-suite, would lead to the erosion of the room proportions and the spacious character of the property which contributes to the significance of the heritage asset. This would therefore lead to harm to the Listed Building, contrary to Paragraph 194 of the NPPF and Core Policy CS10 (a) from the adopted Core Strategy. |
| 3. | The smallest bedroom on the first floor would lead to a cramped form of accommodation at only 1.8m wide. This would therefore not lead to high levels of amenity for future occupants, contrary to Core Policy CS09 (f) from the adopted Core Strategy and paragraph 127 F from the NPPF. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
