| 1. | The application site contains a raised decking around the park home in excess of decking allowed under permitted development. The raised decking particularly to the rear affords the occupant with an elevated view of the neighbouring property meaning the proposal significantly and adversely affect the amenities of the neighbouring property. Accordingly, the proposal is considered by the Local Planning Authority contrary to criterion E of saved policy HOU7 of the Borough Wide Local Plan. |
| 2. | The decking area adjoins a shed and the proposed dwelling itself creating a proportionately large area of development and cumulatively creates a single massed object. The proposal is thus considered an overdevelopment of the site and provides limited curtilage. The proposal is considered contrary to criterion A of saved policy HOU7 of the Borough Wide Local Plan. Consequently the application is recommended for refusal as it does not conform with saved policy HOU7 of the Borough Wide Local Plan. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
