| 1. | The proposal creates a large two storey house within an area characterised by single storey bungalows and chalet bungalows. The massing and form of the proposal is considered to conflict with the prevailing character of the area and is unsympathetic to its surroundings. In addition the large massing of the development means the spaces between properties are not sufficiently retained conflicting with the character of the area and reducing the attractive spacious qualities. Accordingly the proposal is considered by the Local Planning Authority to contrary to criterion A of saved policy HOU7 of the Borough Wide Local Plan and part A of policy CS9 of the adopted Core Strategy.
The proposal is also considered contrary to paragraph 127 of the National Planning Policy Framework in that the proposal is not considered by the Local Planning Authority to be sympathetic to the local character and the surrounding built environment. |
| 2. | The proposed development will result in a large two storey house close to the boundary of the neighbouring property. This form of development is considered to adversely impact the amenities of the neighbouring property by overshadowing and imposing upon them. Accordingly the Local Planning Authority considers the proposal contrary to criterion E of the Borough Wide Local Plan. |
| 3. | The proposed access and parking are not considered of a sufficient quality. The proposed access is closer to the junction than the existing and represents a worsening of the current arrangements. The proximity of the proposed access to the junction creates a potential highway problem. In addition the proposed parking arrangements do not provide sufficient levels of parking and could result in on-street parking and parking that obstructs the public highway. Accordingly the Local Planning Authority considers the development contrary to criterion C of saved policy HOU7 of the Borough Wide Local Plan and part E of policy CS9 the adopted Core Strategy.
Consequently the application has been refused as it does not conform to saved policy HOU7 of the Borough wide Local Plan (2001), Policy CS9 of the Great Yarmouth Core Strategy (adopted December 2015) and Paragraph 127 of the National Planning Policy Framework. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
