1.The proposal does not accord with the provisions of the Great Yarmouth Local Plan: Core Strategy and saved Policy HOU7 of the Great Yarmouth Borough-Wide Local Plan as by virtue of its scale, appearance, relationship to the northern boundary and adjacent dwellings, the construction of a four bedroomed house on this site would not enhance the form and character of the area. Taking into account the restricted dimensions of the plot, the erection of a four bedroomed property of the scale and design proposed, would result in the overdevelopment of the site to the detriment of the character and visual amenities of the area. It is also considered that the height and bulk of the proposed dwelling and its proximity to the boundary would cause overshadowing and loss of outlook to the dwelling to the north resulting in a significant adverse effect on the residential amenities that are currently enjoyed by the occupants of that property. In addition to this there is insufficient vehicle parking provision within the site to meet the standard required for a four bedroom dwelling which is likely to result in an increase in demand for on-street parking on the surrounding roads. The proposal is therefore considered to be contrary to the aims of Policy CS1 of the Great Yarmouth Local Plan: Core Strategy and criteria (A) and (E) of saved Policy HOU7 of the Great Yarmouth Borough-Wide Local Plan.
2.STATEMENT OF POSITIVE ENGAGEMENT : In determining this application for planning permission the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable development and has been refused for the reasons set out above.
