| 1. | The development must be begun not later than three years beginning with the date of this permission.
The reason for the condition is :-

| 2. | The development shall be carried out in accordance with the revised site plan reference 18-0496 BM22583 0370 02 revision 01 received by the Local Planning Authority on the 2nd January 2019 and plans reference S-75, 5433 no.11 rev B, 5433 no.10 rev C, 18-0496 BM22583 0370 04 revision 00, 18-0496 BM22583 0370 06, 18-0496 BM22583 0370 03 revision 00, forms and additional information submitted in support of the application.

| 3. | The pitch, and club house may not be open or in use outside of the following hours:
09:00 to 22:00 in any one day on Mondays to Fridays
10:00 to 20:00 Saturday
10:00 20:00 Sundays and Bank Holidays.

In the interests of the residential amenities of the occupiers of nearby dwellings in accordance with the submitted details. |
| 4. | No works shall commence on site unless otherwise agreed in writing until a detailed agreement has been submitted to and approved in writing by the Local Planning Authority that secures the sole use and management of the parking shown on the approved plan for Gorleston FC on match days and other ad hoc fixtures and an appropriate parking provision for Community Football training uses.
The reason for the condition is :-
To ensure the permanent availability of the parking in the interests of satisfactory development and highway safety. |
| 5. | Prior to the first use of the development hereby permitted the proposed access, on-site car and cycle parking shall be laid out, demarcated, levelled surfaced and drained in accordance with the approved plan and retained thereafter available for that use as stated in the Agreement referred to at condition 4 of this planning permission.

To ensure the permanent availability of the parking in the interests of satisfactory development and highway safety |
| 6. | No loudspeaker, other than that used to announce the score and the players names, amplifier, relay or other audio equipment including musical instruments (whether acoustic or amplified) shall be installed or used on the sports pitch site outside the pavilion building.
The reason for the condition is :-
In the interests of the amenities of adjoining residents |
| 7. | Grounds maintenance shall not take place outside of the following hours:
0730 hours to 1830 hours Monday to Friday
0830 hours to 1330 hours Saturdays
No work on Sundays or Bank Holidays.
The reason for the condition is :-
In the interest of the amenity of occupiers of surrounding dwellings. |
| 8. | Prior to the commencement of the development hereby permitted a Noise Management Plan shall be submitted to and approved by the Local Planning Authority. This should include methods for the receipt, investigation and resolution of complaints from neighbouring residents. The plan should also incorporate plans for spectator stewarding (including during ingress and egress to the ground). The Noise Management Plan shall be implemented prior to and shall be continued for the duration of the use hereby permitted in perpetuity.
The reason for the condition is :-
To ensure that noise is adequately managed from the commencement of the use to protect the amenity of nearby residential occupiers. |
| 9. | The floodlighting shall be erected and to a luminance as described within the details submitted and shall remain at this luminance when on in perpetuity.
The floodlighting shall not be on outside of the following times:
09:00 to 23:00 in any one day Mondays to Fridays
10:00 to 21:00 Saturday
10:00 21:00 Sundays and Bank Holidays
Being one hour after the use of the pitch is to cease.
The reason for the condition is:-
To ensure that the lighting is turned off an hour after the pitch is not in use. |
| 10. | All fencing and boundary treatments shall be erected in full in accordance with the approved details as shown on plan reference 18-0496 BM22583 0370 06 and 10-0496 BM22583 0370 04 prior to commencement of the use hereby permitted and shall be retained in accordance with these details in perpetuity.
The reason for the condition is:-
To ensure the erection of sufficient fencing to the correct height and specification. |
| 11. | No development shall commence until details of the design and layout of the artificial grass pitch have been submitted to and approved in writing by the Local Planning Authority in consultation with Sport England. The artificial grass pitch shall not be constructed other than in accordance with the approved details.
The reason for the condition is :-
To ensure the development is fit for purpose and sustainable and to accord with Sport Englands Development Plan Policy. |
| 12. | Use of the development shall not commence until a community use agreement prepared in consultation with Sport England has been submitted to and approved in writing by the Local Planning Authority, and a copy of the completed approved agreement has been provided to the Local Planning Authority. The agreement shall apply to the artificial grass pitch and include details of pricing policy, hours of use, access by non-educational establishment users and non-members, management responsibilities and a mechanism for review. The development shall not be used otherwise than in strict compliance with the approved agreement.
The reason for the condition is :-
To secure well managed safe community access to the sports facility in accordance with the National Planning Policy Framework and to ensure sufficient benefit to the development of sport and to accord with Sport Englands Development Plan Policy. |
| 13. | The football pitch hereby approved shall be used for football only, no other activities or events shall be carried out at any time.
The reason for the condition is :-
In accordance with the details submitted and to ensure that the pitch remains available for use for its intended purpose. |
| 14. | Prior to the first use of the floodlights the lux levels, for both vertical and horizontal illuminance, shall be checked against those on the Predicted Overspill Footprint Drawings (No. Vertical and Horizontal lux). Lux levels shall be checked at the boundary of the site with the residential dwellings at Paston Road and Baliol Road. If the lux levels are above those on the Predicted Overspill Footprint Drawings then appropriate mitigation measures shall be carried out in agreement with the Local Planning Authority prior to being brought into use.

In the interests of protecting residential amenity. |
| 15. | The floodlight poles hereby approved shall be coated dark (colour) prior to installation, and maintained as such thereafter.
The reason for the condition is :-
To ensure that the appearance of the floodlights blends in with the character of the area, surrounding trees and green open space |
| 16. | STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner. |
| 17. | REASON FOR APPROVAL OF THE APPLICATION :-
The proposal meets the criteria out in paragraphs 91 and 92 of the National Planning Policy Framework. |
