| 1. | The proposed House of Multiple Occupation is adjacent a single residential property and part of a row of properties with a defined character. The HMO represents an increase in the intensity of use increasing the density of separate unrelated individuals within a confined space in an area defined by singular households. An HMO will disrupt this character and is directly in conflict with criterion B and E of saved policy HOU23 of the Borough Wide Local Plan. |
| 2. | The layout of the property is considered to lead to a unhealthy environment for the occupiers. The only window serving bedroom 2 is immediately outside the shared outdoor communal area. This means that the occupants using this space will be directly outside the occupier's window creating a significant disturbance. In addition the Local Planning Authority considers that the kitchen and dining room does not provide adequate living space. The lack of a defined living room means that the occupants will be more reliant on the confines of their room. This in turn creates an unhealthy environment. Accordingly the proposal is considered contrary to paragraph 127 of the National Planning Policy Framework. |
| 3. | The creation of a House of Multiple Occupation creates an increased level of intensity of use with its own noise and associated movements. The additional noise and disturbance created would need to be mitigated by appropriate measures. The proposal has not sufficiently shown that mitigation measures are in place to address the potential disturbance. Accordingly it is not shown to comply with criterion F of saved policy HOU23 of the Borough Wide Local Plan. Consequently the application is refused as it does not conform to saved policy HOU23 of the Borough Wide Local Plan and Paragraph 127 of the National Planning Policy Framework. |
