| 1. | The proposed erection of a dwelling on this area of land would be an overdevelopment of a restricted site resulting in a lack of residential amenity and the creation of a poor quality of environment for the future occupiers of the dwelling. An additional dwelling in this highly developed area would result in an intensification in the density of population in the locality of the site which would be likely to have an adverse effect on the amenities of the occupiers of nearby dwellings. The proposed dwelling would appear cramped in relation to the existing nearby dwellings and would, by virtue of its proximity to the boundary, be unneighbourly and result in overlooking and loss of privacy to the recently built dwelling to the south east of the site. The proposal would therefore be contrary to Policy CS1 of the Great Yarmouth Local Plan: Core Strategy and Criteria (A) and (E) of saved Policy HOU7 of the Great Yarmouth Borough-Wide Local Plan which seek to safeguard the character and form of settlements and protect the amenities of the occupiers of nearby dwellings. |
| 2. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
