| 1. | The public benefits do not outweigh the substantial harm to a designated heritage asset which would be caused by the proposed works and therefore the application is refused in accordance with paragraph 195 of the National Planning Policy Framework. The subdivision of the staircase, removal of fire surrounds and removal of doors would remove historic fabric significantly reducing the importance of the building and therefore the proposal should be resisted in line with paragraphs 184 and 192 a ) of the National Planning Policy Framework. |
| 2. | The subdivision of the staircase, removal of fire surrounds and removal of doors would not improve the heritage asset and would be detrimental to the appearance and value of the listed building. This is contrary to policy CS10 of the adopted Core Strategy. Furthermore, the subdivision of the staircase would cause a significant detriment to the special character of the building, visually corrupting the stairwell and is therefore contrary to saved policy BNV18 from the Borough-Wide Local Plan. |
| 3. | Insufficient details of the proposed works has been received by the Local Planning Authority and as such the information provided is insufficient to make a positive determination; whilst numerous photographs were provided, these predominantly show the current state of the decorations and finishes and not the proposed works. Additionally, the plans received by the Local Planning Authority on the 21st January 2019 do not provide sufficient details of the works proposed. |
| 4. | STATEMENT OF POSITIVE ENGAGEMENT (REFUSALS): In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
