| 1. | The application fails to comply with the National Planning Policy Framework by failing to make best use of land and seeks to provide a dwelling in an unsustainable location. Although not adopted the Great Yarmouth Local Plan Part 2 is at consultation stage and shall be afforded weight as shall the saved polices of the Great Yarmouth Borough Wide Local Plan in accordance with the National Planning Policy Framework. The site is not within an area identified for housing and shall therefore be treated as countryside, as such the application is contrary to the emerging policy G1-dp of the Local Plan Part 2 and saved policy HOU10 of the Borough Wide Local Plan as there has been no attempt made to comply with any of the exemptions as defined within these policies. |
| 2. | The application requires, in accordance with Natural Englands standing advice, to provide a protected species survey. No survey has been provided and as such there is insufficient information to determine the impact of the application on any species that may be present and the Local Planning Authority cannot approve the application in the absence of such information. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
