| 1. | The proposed development to create a House in Multiple Occupation in use class C4 is not considered to form a good level of amenity for the occupiers. The proposal contains multiple stories and it is considered by the Local Planning Authority that the distance and accessibility of the communal facilities (kitchen) is not of a sufficient standard. Occupiers of the second floor would have a significant travel distance to the lower ground floor to use the kitchen. The proposed layout means that the occupants of the second floor would not be encouraged to use the communal facilities leading to more day-to-day activities being limited to their bedrooms resulting in an unhealthy lifestyle. Accordingly the proposal is considered contrary to paragraph 17 of the National Planning Policy Framework which seeks high quality design and a good standard of amenity for all existing and future occupants of the land. |
| 2. | The proposed House of Multiple Occupation is adjacent to a single residential property and part of a row of single residential properties is contrary to criterion C and E of saved policy HOU23 of the Borough Wide Local Plan. The applicant has not sufficiently shown that the proposed use will not significantly and adversely affect the neighbouring properties meaning the proposal is considered by the Local Planning Authority to be contrary to criterion F of the saved policy HOU23 of the Borough Wide Local Plan. |
| 3. | STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above. |
