1.The development must be begun not later than three years beginning with the date of this permission. The reason for the condition is :- The time limit condition is imposed in order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.
2.The development shall be carried out in accordance with the application form and approved plan (drawing reference: 813 1/3, 2/3 and 3/3) received by the Local Planning Authority on 5 April 2018 The reason for the condition is :- For the avoidance of doubt.
3.The windows shall be installed in accordance with the details received by the Local Planning Authority on the 20 June 2018. The windows shall be built to the dimensions written on the approved technical plan received by the Local Planning Authority on the 20 June 2018 and the finish shall be either white woodgrain or cream woodgrain. The reason for the condition is :- In the interests of visual amenity.
4.Prior to the first occupation and upon each subsequent occupation of the flat hereby approved the Flood Response plan received by the Local Planning Authority on the 20 June 2018 shall be made available to each occupier. The reason for the condition is :- To minimise the risk to the occupants in the event of flooding.
5.Construction work shall not take place outside the following hours:- 07:30 to 18:00 Monday to Friday 08:00 to 13:00 Saturday and no work shall take place on Sundays or Bank Holidays. (These hours shall only apply to work generating noise that is audible at the boundary of the nearest noise sensitive property) The reason for the condition is :- In the interests of the amenities of the occupiers of nearby dwellings.
6.No gate, door or ground floor window if installed shall open outwards over the highway. The reason for the condition is :- In the interests of highway safety.
7.REASON FOR APPROVAL OF THE APPLICATION :- The proposal meets the criteria outlined in saved policy HOU07 of the Borough Wide Local Plan and policies CS2 and CS3 of the adopted Core Strategy.
8.STATEMENT OF POSITIVE ENGAGEMENT: In dealing with this application Great Yarmouth Borough Council has actively sought to work with the applicant in a positive and proactive manner, in accordance with paragraphs 186 and 187 of the NPPF.
9.NOTES - Please read the following notes carefully:- Please be aware it is the applicants responsibility to clarify the boundary with the public highway. Private structures such as fences or walls will not be permitted on highway land. The highway boundary may not match the applicants title plan. Please contact the highway research team at highway.boundary@norfolk.gov.uk for further details. Please also be aware that your proposed development is occurring close to a scheduled ancient moment and a listed building. Any work which impacts a listed building or scheduled ancient monument will require the separate relevant consent. Please read the comments submitted by Norfolk Constabulary dated the 24 April 2018.
