1.By virtue of the constrained site it is considered that the proposed development would have a detrimental impact upon the street scene, character of the area, and undermine the appearance of the host property. The proposal is considered to be a contrived design which results in an over development of the constrained plot. The flat roof design and fully enclosed front garden is inappropriate for this setting in close proximity to a taller 1960's hipped roof dormer bungalow and two storey hipped roof 20th century semi detached house. The design is considered to detract from the character of the area and is therefore contrary to policy CS9 of the Great Yarmouth Local Plan Core Strategy (2015).
2.By virtue of the constrained plot; the cramped accommodation which is of an insufficient gross internal area; the lack of acceptable outlook from the bedroom; and the poor quality of the private amenity space, due to this area facing the A143 road and an adjoining businesses car park, the proposal would not provide adequate amenity for future residents. As such the scheme is considered to be unacceptable and is contrary to both adopted policy CS9 of the Great Yarmouth Local Plan Core Strategy (2015) and the 4th core planning principles as set out in paragraph 17 of the Governments National Planning Policy Framework which seeks to "secure high quality design and a good standard of amenity for all existing and future occupants of land and buildings".
