1.The proposed development will result in a large two storey house positioned adjacent to the front elevation of the properties running along Cooper Close creating an enclosing of 5 Cooper Close. As 5 Cooper Close does not immediately front the street the proposed large dwelling to the front will significantly obscure the property and result in the property being boxed in. The proposal is considered detrimental to the character of the area by creating an inappropriate layout. Accordingly the development is not considered to conform to Criterion A of saved policy HOU7 of the Borough Wide Local Plan.
2.The proposed two storey house would enclose of the properties on Cooper Close which will result in a significant loss of outlook that will both overshadow and impose upon the occupants of the neighbouring dwellings. In addition the proposed development will result in an overshadowing of the property to the north. The proposed development is considered to significantly and adversely affect the neighbouring properties meaning it does not conform with criterion E of policy HOU7 of the Borough Wide Local Plan. Consequently the application has been refused as the proposal does not comply with criterion A and E of the saved policy HOU7 of the Borough Wide Local Plan.
3.STATEMENT OF POSITIVE ENGAGEMENT: In accordance with the NPPF, in determining this application for planning permission, the Borough Council has approached it in a positive and proactive way and where possible has sought solutions to problems to achieve the aim of approving sustainable development. Unfortunately, despite this, in this particular case the development is not considered to represent sustainable or an acceptable form of development and has been refused for the reasons set out above.
